Here are some of the restrictions listed in the new Chicago Handgun Ordinance according to today's on-line Chicago Tribune.... Note the highlighted/bold passage.


In addition to a $100 fee, applicants for gun ownership must bring the following items to police headquarters:

•Two identical passport-size photos taken in the last 30 days showing the applicant's face, head and shoulders.

A valid driver's license or letter from an eye doctor specifying that the applicant meets the minimum visual requirements for having an Illinois driver's license.

A signed state-approved affidavit from a firearms instructor stating that the applicant has completed a firearms safety and training course.

Applicants also must undergo a fingerprint check when they apply.

"It's the most accurate way of ensuring that someone does not have any criminal history which would bar them from owning that particular gun," Weis said.

After receiving the permit, residents will have five days to register their guns with the city, but only one handgun can be registered by a permit holder every 30 days.

Felons are prohibited from obtaining city gun permits, but residents who meet all of the city requirements and live with a felon will be able to get one, Weis said.

Weapons that can't be registered include sawed-off shotguns, weapons of .50 caliber or higher, assault weapons and guns that are deemed unsafe because of damage or industry recalls.

Another article says that a $300 permit is required and must be renewed every 3 years. In addition there is a registration fee of $15 per gun that also must be renewed every three years. As Charlie Brown would say... "Good grief."

I can't say I really miss the harbor after doing it for 25 years, or King Richard denying our Second Amendment rights or his high taxes.

Maybe people will wake up and not vote for Daly next time around. Time for a new mayor- One that will stand up for the law abiding citizens and not the terrorists/gangs. 8)~

What can I say Marc, you're a giver... Be sure to take good care of it for me, it likes long walks in the park and heavy loads to knock down anything in front of it. And just who is going to decide what constitutes an "assault weapon"? Based on what criteria? I also love how you now have to pay a fee to the government in order to exercise your constitutional rights. Now that these laws are in place, I'll bet the gang-bangers will be lining up to register their handguns.... NOT!

Prohibition on city gun sales challenged by gun shop owner
July 09, 2010|By John Byrne, Tribune Reporter

Mayor Richard Daley's newly minted ban on gun stores in Chicago is being challenged in federal court by a man who hopes to sell firearms from a Lincoln Park storefront.

Joe Franzese, who owns Second Amendment Arms in far north suburban Lake Villa, believes the gun regulation the Chicago City Council passed last week is unconstitutional. While the ordinance allows residents to own handguns, it outlaws their sale within the city, said Franzese's lawyer, Walter Maksym.

"That would be like allowing people to read books, then outlawing libraries and bookstores," said Maksym, who filed a federal lawsuit Friday on Franzese's behalf.

The suit also calls on the city to repay the owners of firearms confiscated under Chicago's 1982 handgun ban, which the U.S. Supreme Court late last month indicated is not constitutional.

Robert Zieman, a Chicago sanitation department worker, had about nine guns confiscated by the city around 2004, Maksym said. Zieman and anyone else who had guns taken away under the old ban should be eligible for restitution for the cost of the weapons and any costs they incurred to defend themselves, Maksym said in the suit.

In addition, the suit calls for those people to have their records cleared of any conviction. "Because it's a gun offense, it kind of stigmatizes people and sticks with them," Maksym said.

A city Law Department spokeswoman said the suit is trying to "greatly expand the limited right" granted in the Supreme Court's rulings on gun bans in Chicago and the District of Columbia.

The rulings, which overturned bans in both cities, recognized the right "to possess a handgun in the home for purposes of self-defense," said Law Department spokeswoman Jennifer Hoyle.

She added that the city believes it has "strong legal defenses" against any claims for damages dating back to 1982.

"In addition to statute of limitations issues, individuals who failed to challenge the constitutionality of the gun ordinance have waived their legal claims and are not entitled to now seek restitution for their guns or their legal costs," she said.

Maksym said the Lincoln Park gun store would be a "boutique" where only people with valid Firearm Owner's ID cards would be allowed to shop for guns brought out to them from a vault.

City Corporation Counsel Mara Georges has said there is a prohibition against displaying guns for sale in the current city ordinance. The new law, which takes effect Monday, will ban the sale outright.

So, by strict interpretation of this law, a 12 gauge or 20 gauge shotgun is illegal if it is set up for shooting slugs with a rifled barrel.

I purchase broken / unshootable guns all the time. In some cases, it is the only way to obtain parts for a 100 year old gun. In others, they simply fill in the collection until I can find a better example.

The industry deemed damascus barrels unsafe 80 years ago. I still fire mine, as many others do. It it a matter of understanding barrel wall dimensions and the working pressures for which the gun was designed.

Another case of ignorance when it comes to drafting gun related legislation.

I was at my dealer yesterday to pick up a mid-grade 1928 Francotte sxs 12ga. He has had a regular stream of Chicagoans coming in to get their FOID cards. He processed 3 while I was there.
